The Guernsey Competition and Regulatory Authority (GCRA) is an independent body established under the Guernsey Competition and Regulatory Authority Ordinance, 2012. Governed by an independent Board, the GCRA works to ensure fair and efficient markets in Guernsey.
Our Responsibilities:
Competition Law Enforcement
We oversee competition law enforcement across Guernsey's economic markets. This includes:
- Reviewing notifiable mergers and acquisitions.
- Promoting awareness and understanding of competition policies, legal frameworks, and market structures.
Our initiatives aim to:
- Help market participants understand their rights and responsibilities.
- Support government officials and policymakers in evaluating risks to market efficiency.
By fostering informed decision-making, we aim to encourage businesses to deliver greater choice, quality, innovation, and lower prices while minimising breaches of competition law due to misunderstanding or oversight.
Economic Regulation
As the economic regulator for specific sectors where competition is limited, we act to protect consumers, businesses, and government entities by serving as a proxy for competitive pressures. These sectors include:
- Telecoms
- Electricity
- Postal Services
In this role, we take forward-looking actions, such as:
- Setting price controls.
- Imposing service standards.
Our proactive approach ensures markets operate effectively, protecting end users from the consequences of limited competition and promoting long-term benefits for all stakeholders.
