The Authority received five written responses to the proposed decision to issue Starlink with a telecommunications licence. The responses, which are published below, were considered by the Authority in making its final decision. The Authority’s final decision is to approve Starlink’s application for a telecommunications licence, with the following amendments made to the proposed licence: (1) Insertion of a new requirement in Part VI to require, where the Licensee offers its own voice services, customers are warned that they may not be able to contact emergency services. (2) Removal of references to licence exclusivity periods in conditions 1, 2(a), 2(b) and Schedule 1. (3) Removal of condition 2.10(a) requiring the Licensee to administer and manage its business from the Bailiwick.
